State boundaries are not "essentially arbitrary" de jure (maybe de facto, now that the central government has sucked all the power into Washington); rather, states are sovereign, and the central government has no legal power to alter their boundaries. A better idea is to reign in the power of the central government by adhering strictly to the 10th amendment to the Constitution, abolishing the federal income tax, and to let each state be responsible for its own citizens as originally envisioned. The consequence would be that well-governed states would gain population, while less-well-governed ones would lose population, forcing all to serve its citizens well to prevent disaster. Back to the "Articles."
